Set screen resolution not working on headless zero

Has anyone else found the 'set resolution' is not working on Pi Zero's with the latest Raspbian - June 18 ?

My setup is a Pi Zero W running headless. All I get offered is the 'default' resolution - I get the same with Rasp-config in terminal. It seems to work fine on 3+ running the latest Raspian.

sudo raspi-config (7 advanced options/A5 Resolution) worked for me when I set "MODE 27" on a Raspbian Stretch system 2018-06-27 today.

That added

# uncomment if hdmi display is not detected and composite is being output
hdmi_force_hotplug=1

# uncomment to force a specific HDMI mode (this will force VGA)
hdmi_group=2
hdmi_mode=27
to /boot/config.txt
