Start with Rasbian

Hi, I'm an C# programmer.
I used Windows for Iot for my Raspberry pi 3 model B for 3/5 months. Now I find out this OS is not good for my purposes. and also has some big bugs!
So I want to switch Raspbian Os.
Now I have some question about this Os and programming language that I should learn.
1. Where can I start to download Raspbian Os?
2. Where can I find out Installation guide?
3. Which programming language you prefer to learn and work with?
4. Which IDE I can use in Windows 10 Os(PC)?

Visual Studio 2017 has support for deploying programs to Linux native target systems.
You can install mono on Raspbian to give you a way to run C# stuff.

The Pi running Raspbian (Linux) supports many many languages.
Especially popular and well supported are Python, C, and C++.
All the usual software development tools are included and ready to use.
