background colour of title bar

On my laptop running Mint 18.2 the title bar background colour is a light grey. On my pi its quite a strong blue colour.
Is there any way I can change it. I believe it is controlled by the window manager but I am not sure.
Can anyone help please?
There are few rewards greater than accomplishing a difficult task. Just because something doesn't cost money doesn't mean there is no cost. Every success makes the next one easier. Of course that takes determination and patience.

Can't quite remember but right click on the desktop (could be the taskbar) and find the settings.
It's normally a bright white though?
I change it to a nicer darker shade.
I don't like bright desktop colour, it not nice on the eyes.

Hopefully they add some better integrated and centralised customisation options and/or themes at some point.

I am thinking about the title bar in a python script.
Here is a snippet for some settings in one of mine:

#enable the line below to remove the title bar so no minimise, maximise or exit
