Clean install Rasbian buster

Is that possible or do I have to first install Strech and and upgrade?

You're about eighteen months too early. I wouldn't expect to be testing Buster before February 2019 as there will be nothing built for it until there's an early release candidate.

Well, there are packages for buster. If I try to upgrade from stretch, a lot of packages are available for upgrading.

raspbian.org buster packages should be usable, but at raspberrypi.org we don't support 'testing'. If you want a clean install, you can use debootstrap and go from there.
