Openssl is outdated in repos

1.0.1u has been out since Sept 22 2016, and the raspbian repos is still at 1.0.1t

doing apt-get update and upgrade doesn't fix it.

Raspbian follows Debian, therefore file a BUG report:

https://packages.debian.org/jessie/openssl
Rather than negativity think outside the box !

It (probably) isn't going to happen. The versions of software in Debian Jessie are now fixed. That is why it is classed as "Stable". Raspbian follows Debian, except in special cases, so you won't get the new version in there either.

Why do you think you need the newer version?

Note the +deb8u5 on the end of the package name. That means the Debian team have added security fixes from later versions to the version that is available in Jessie.
