sudo acces without password?

I think the default 15 minute window is a good balance of entering your password and not having to repeatedly enter your password....

What is your point and why are you posting this in the Raspbian section?

RPF Raspbian Jessie images are set up with pasword-less sudo, full stop.

Loads vi, add to file on defaults line to look like:

Defaults env_reset,timestamp_timeout=15 
save and exit.
