I ran into this message as well. I have several Raspberry PI 2 Bs and this one does the Can't access tty: job control turned off prompt immediately. The other Raspberry PI boards do not. I can exchange SDcards and the problem sticks to the particular Raspberry PI.

I can tell you that I did an evil thing to the GPIO header on this particular board, by accident. I suspect I hurt the GPIO inputs or outputs from the CPU.

Assume your Raspberry is dead, give it a nice funeral and buy a Pi3 as a replacement.

If you can touch it longer than 5s without burning your fingers, the CPU is not too hot.

I did not notice that it was hot. I have since dismissed it to the circular file. I went looking for 101 uses for a Dead rPI but apparently that book wasn't published yet.
