Is the Jessie image expanded?

When using the Jessie image for the first time it doesn't ask you to run "raspi-config". Does this mean that the image is expanded by default?
I did it anyway, and at some point this was printed to the terminal

Calling ioctl() to re-read partition table.
Re-reading the partition table failed.: Device or resource busy
Is it something bad?

No, it shouldn't be anything bad, it won't actually expand fully until you reboot.

Does this mean I must expand the file system on the first boot?

Yes, expand it with the option in raspi-config and then reboot.
