NOOBS is not supplied as an image, so @havakie is correct in unzipping it to an already formatted FAT32 Sd card.
But the NOOBS 3.3 image is quite large, so make sure you use a good tool, like 7zip, not the built-in Windows unzip tools.
Or use NOOBS-LITE which is much smaller, but you then need to download the OSes from the internet.
If the green LED is lighting up for a long time the first time you insert NOOBS into your Pi, there is a good chance it is booting properly. To check, put the SD card back in your PC and see if it has multiple partitions and the first one looks a lot smaller than 16GB. If so, it is booting - so your problem maybe display related. Are you seeing anything on the monitor, like the usual rainbow square? Have you connected your display to the correct HDMI socket? Use the one next to the USB-C power socket.
