How do you intend to (physically) "connect" the laptop?
What type of USB dongle?
Software-wise try googling "VNC" (Virtual Network Computing)** or "RDP" (Remote Desktop Protocol)**.
Hint: There's some VNC info. in my webpages.
Trev.
** These are GUI approaches, there are several other terminal/command-line methods.
Still running Raspbian Jessie or Stretch on some older Pi's (an A, B1, 2xB2, B+, P2B, 3xP0, P0W, 2xP3A+, P3B+, P3B, B+, and a A+) but Buster on the P4B's. See: https://www.cpmspectrepi.uk/raspberry_pi/raspiidx.htm

Yes, unless you have port forwarding in place to allow the public internet to connect to your VNC service.

Expanding on Dougie's reply, not disagreeing with it -

It depends what you mean by "same network". There MUST be some sort of network connection between the two devices for them to be able to communicate.

Do they have to be part of the same ethernet LAN? No.

Do they have to be on the same IP subnet? No.

Do they need a routable IP connection between them? Yes. That's what Dougie pointed out.

??? Please do a little bit of searching/research before posting. You are likely to get the information you need much more quickly, and it prevents people having to answer stuff that is already answered a lot elsewhere, giving them more time to answer the real questions you may have.

Thank you. I originally added something to that effect, but deleted it. Perhaps it will have more impact coming from a Moderator.

Plug it in and see what shows up on a lsusb (ell-ess-you-ess-bee) command.
