Raspberry Pi, video transmitter

Hi,
I am building a drone, using Pi model B as main board

My problem is that I need a cheap solution for wirelessly transmiting video from the drone to Pc\Laptop

I want to connect a webcam to raspberry and using a some kind of transmiter to stream video to pc/laptop

I need a solution that will be able to transmit video at a acceptable quality, from the drone to a platform, my buget is about 30$, and I should be able to receive video from over 150-200 meters.

I just got a pi a few weeks ago and have been brainstorming this problem. the two things i am going to try are using a pair of linksys-wrt54g routers from the thrift shop and use directional antennas and crank the output up, theoretically if they have line-of-site it could travel over a few kilometers, the other option is to use a 4g data stick. I was also planning on using these interfaces for the controls as well, and use SSH because it has good keepalive characteristics, and its encrypted.
