[another Power thread] What is BC1.2? Do I need it?

I'm looking for a USB hub which could powering Pi herself and act as a hub.

This hub is more expensive than a normal one, I notice that it meets a standard named BC1.2, so it could offer more currency.
I read some threads who told me Pi's USB power port can not talk anything to hub, so I should find a hub which just offer 1A or more currency without any "negotiation". Is a BC1.2 hub able to do that
