Depending upon your O.S. and the (default) settings in "config.txt" your Pi may be expecting a "hot-plug" signal from your TV. If this is not present (because the TV is "off" or not in "HDMI mode) during boot-up your Pi could be "falling back" to composite video (as to be expected).
