When I select USA language and keyboard on the NOOBS ( Ver. 1.3.2 Nov 2 2013) screen, the selection seems to take effect.
But when I type the pipe symbol ( | ), I get a tilde.
This happens with two different keyboards and every time I reboot, the default language comes up in English UK and keyboard 9, no matter what selections I have made previously.
Any suggestions or work arounds would be appreciated.

You can set the "internationalization" options by running raspi-config once you have Raspbian running.
One of those options lets you set a non-UK keyboard.

Thanks, Dougie, I got it working but I still wonder why the NOOBS menu selection does not work.
