I would suggest that you should look into modifying and building NOOBS from source for this given that its such a specific use case. what i am looking for is
1. changing (enlarge or reduce) the time to continue the boot.
that is the only reason, for what i want to change the boot delay time.
As for adding the issue to GitHub - I'm sure others will request it (and its on my own internal roadmap anyway).
