hdd usb boot raspberry pi 4 problem

I successfully reflashed the EEPROM of the Raspberry Pi 4 (2gb rev 1.1) and able to boot the pi from my 1TB Toshiba 2.5inch HDD
But theres a problem:
I connected multiple devices to the pi: my 1TB HDD, 500GB HDD, my printer (which is for CUPS) and a 4GB USB Stick
When the pi4 boot with all of those devices plugged in, it wont boot (the light of all the HDDs turned on)
It only boot when i remove all hard disk (except the 1TB HDD which contains Raspbian) and when it booted successfully i plugged those devices back.
So any way to boot the pi4 without unplugging the usb cables?

How many amps does your 1TB HDD draw on initial boot up ??

and i try to plug only the hdd and the printer and it didnt boot

the raspberry pi seems confused and didnt want to boot when i tried to plug another usb devices into it lol

and i have external power for the HDD.
But it didnt boot either ;-;

Your issue sounds like a bug. Not sure where to report it though :/
