The Zero was MUCH more successful than we ever expected. That ALWAYS changes things. You cannot keep a company going selling millions of devices if you make no profit on them, especially if they are scavenging sales from a product line where there is an acceptable profit margin.

No problem with that anymore. I was not blaming anyone, just correcting W. H. Heydt. And BTW is almost 5 years now! What a history.

Oh, one of those threads where it was also becoming clear to many people (including W. H. Heydt), December 2017, two years after Zero release.

IIRC that is not true. When it first came out for the crazy low price I was chided for using phrases like loss leader, sales promotion, etc etc. Replies from top Pi reps and Liz too I think were that it wasn't and just growing pains. Like virtually all previous models it would be available in quantity soon. As months and years go by the policy blurs apparently into the one you describe. Going back to the very first threads then should either confirm or disprove my recollection.
So far as I can untangle the various comments by people with official positions over the years, the "one per person" was either the original intent, or formulated very early on. It was not, at that time, communicated very well. Later on, it was stated explicitly and came to the current form. All that said, right from the beginning there was--generally--a limit of one per order.

If people are purchasing the RPI0 computer in large quantities, the sales of the RPI0 computer can be outsourced. This means customers will complain to the electronics supplier instead of the Raspberry Pi Foundation. The electronics supplier will then move the complaints to the Raspberry Pi Foundation. Here is the system, third party electronics supplier sells the Raspberry Pi computers. The Raspberry PI Foundation will be in charge of the Raspberry Pi computer production lines. Then the Debian Project builds the operating system for the Raspberry Pi computer. This system fulfills hardware distribution, software development, and computer sales demands. This system doesn't include hardware development.

Seems that every time a person asks about purchasing a large number of Raspberry Pi computers. People here in the Raspberry PI forums will compare computer sales to kids having free lunches at school. Free school lunches are provided by the mystery corporation charity. I sell you RPI0 computers, and you do my laundry for 1 month. That is not a real business, the Raspberry Pi store, Adafruit or whatever, is not a Goodwill store, this is not the Salvation Army. People have to face the facts, the Rsspberry Pi computer is made by a computer company.
