GPU minimum frequency ? Safe undervoltage ?

I'm using the raspberry with bare metal code, using a screen but doing only software rendering to the framebuffer.
I'm trying to reduce the SoC heat as much as possible, so I underclocked the GPU and I get a few mW saving with everything still working.

In config.txt :
h264_freq_min=100
isp_freq_min=100
v3d_freq_min=100
h264_freq=100
isp_freq=100
v3d_freq=100
Is there any problem setting values that low ? I'm not sure it really follows those settings but the consumption seems slightly lower than with all the values set to default (250Mhz I think)

I'd also like to know if a very slight undervolt to the CPU (over_voltage=-1) is within the margins of factory calibration when the RPI's are manufactured, to stay at 100% reliable operation. It's for RPI 3B clocked at 1200Mhz. Thanks in advance!
