Anything with a male RJ-45 plug and a female USB-A is NOT going to turn a Pis RJ-45 Ethernet jack into a USB port.
Note, by the way, that a Pi2Bv1.2 has *4* USB ports, so I'm not sure just what your concern is here. Also, for the same price you could get a Pi3B or Pi3B+ (or, at list, a Pi4B2) any of which has built in WiFi. Even if you're getting your Pi2Bv1.2 on the cheap (i.e. less than the $35 list), it would still probably be less expensive to get a later Pi than that Pi *plus* a WiFi dongle.
