recently I download the latest raspbian (2020-02-13-raspbian-buster-full.zip) . run it on RPi 3 B model. found it won't boots to desktop. is it backward compatible?

If you're asking if current Raspbian on older Pi models then the answer is yes. It will run on *all* models...

(At least, that is the claim made by Raspberry Pi themselves.)
So what could be wrong? What size micro SD card are you trying to use?

How did you (try to) install "2020-02-13-raspbian-buster-full.zip" on that uSD card (ie. with what tools and on what computer etc.)?
If you didn't use it perhaps re-try with the new imaging tool: https://www.raspberrypi.org/downloads/

I'm using balenaEtcher to write image to uSD. I have been using it for long time without issue.

My God! it's power supply issue! I switched another power supply. then it worked. I have many usb power unit. I thought they are same, so I just grab one for RPi. it lights up RPi, seems no problem. but it is problem! I tried many, many times. finally come here for help.
hope this could help other people having same issue.
