text to speech in pi4 - not just English?

Hello ,
I have found many guide of make my pi talk,

but if I have text not in English , how do I make it work?
do I need external software for this ?
for example

is there any way to "upgrade" it to speak franch \ spanish \ arabic \ hebrew .... ?

espeak-ng has several languages inc. Arabic.

yes I see - this is good

but I also may need Hebrew

I have look - there is no support
also I have try GTTS - doesn't have hebrew

maybe another software?

also I have notice that I need internet connection for this

maybe do you know an offline application ?
