unabel to save PI image for backup&restore

Hello ,
I have a working PI3 with stretch on 16GB SD card.
I remove the SD from the pi
connect it to my computer
open Win32 Disk Imager
read the SD (took about 10 min)
remove the SD
put a new 16GB SD card ,format it.
using Win32 Disk Imager press "Write" with the file I saved before
finish
put the SD in another PI3, start to boot then stuck

what am I doing wrong \ missing?

I did what you told me :
copy from a working pi into external DOK, then copy all of it in to my computer for backup.( I have all kind of files inside )
with which program I need to use now to make a new SD card with the backup?

SD Card Copier is to back up to USB Device, in the case of the 4B that is a SD Card in a SD Card Reader ie a cloned SD Card.

If you have a Raspberry Pi which can boot from USB Mass Storage Device, then you use SD Card Copier to clone the running SD Card to the MSD.

SD Card Copier does not make an image file, which you were expecting, it just clones the running bootable device.

Are you writing to a file with .img as the extension? I’ve accidentally forgotten to type .img at the end of my file name.

Take a look at image-backup. The image files it creates can be restored (wriiten to an SD card or USB device) with Etcher.
