Why would you need that specific model? The Pi 4 has more available RAM and runs much smoother. It'd be much easier to buy two Pi 4's and a couple of micro SD's.

Power supplies and hdmi cables aren't free. Perhaps OP has them for a Pi3b+ already and doesnt want to have to buy them for a Pi4b

Not every application needs the extra RAM and CPU speed. Maybe the OP has an existing project design that just needs replicating...
