Is the board design opensource so any one can make the boards?

Not currently. AFAICT, they have not yet decided whether it will happen in the future, but parts such as the main SOC (ARM CPU from Broadcom) is not easily sourced from retail-level distributors, so it may simply not be feasible to build your own.
