Battery UPS for Pi 3 A+

I am not experienced with electrical circuits, so I'm hoping someone can help. I have a Pi 3 A+ with an attached 7" LCD. No other peripherals or loading is involved. What I am trying to do is create a circuit that takes either an external 5V or 12V in, steps down the voltage to 5V for the Pi, and simultaneously charges an attached LiPo battery. I need to keep the current to the Pi at 2.5-3.0A. When external power is removed, the Pi should continue operating from the battery for X hours (depending on battery size and charge level when external power is removed). A charging current 1A is fine.
