Yup, Noctua fans are awesome. Not cheap, but worth the price. You definitely won't need a heatsink no matter how hard your 3B+ is pushed. I can run CPU Burn continuously on my 3B (not +) with no heatsink, cooled by a Noctua NF-A4x10 5V 40mm fan that I can barely hear (58C max).
An even better solution is to put your 3B(+) In a Flirc Gen2 case.
The case itself acts as a huge heatsink and keeps the Pi cool without the additional noise or power requirements of a fan.
My mind is like a browser. 27 tabs are open, 9 aren't responding,
lots of pop-ups...and where is that annoying music coming from?
