Raspberry Pi 2 RS232 Wireless transmitter

I use my Laptop with a RS232 to USB wire to manage/monitor a control panel outside. Sometimes the pannel is far from being accessible. I am wondering if it would be easy to use Raspbery Pi 2 as a RS232 wireless transmitter to communicate with the panel ?
How I see this, is that I plug the RS232 to USB cable in the raspberry pi and use USB bluetooth transmitter on the Pi to communicate with the PC which already have bluetooth built in.

The control software run on windows 10.

The Raspberry Pi 2 doesn't have integral Bluetooth; the Pi Zero W and various Pi 3 models do. With those, certainly it would be possible to do what you suggest.

A better solution might be to use a dedicated Bluetooth to serial device such as the ubiquitous HC-05.
