If one uses "Add / Remove Software" under the "Preferences" category it is listed as "Graphical Package Manger" with a subheading "synaptic 0.84.2+rpi 1". It is also listed using Synaptic.

The Synaptic Package Manager never was included in any Raspbian release.
It must be installed:

Code: Select all

sudo apt update
sudo apt install synaptic
The Aptitude PM has always been included:

Code: Select all

sudo aptitude
As mentioned the Add / Remove Software PM is available but IMO Synaptic is much better.
Unless specified otherwise my response is based on the latest and fully updated Raspbian Buster w/ Desktop OS.
