Note that if it's a "zero" model Pi you're after, the pricing works in the opposite direction - the more you buy, the more expensive they get.
To elaborate a bit more on what Imperf3kt said, the $5/$10 pricing on the Pi Zero/W models is a one-per-customer price. Since it would be difficult to enforce that across multiple dealers in multiple countries, most dealers only limit you to one-per-order. When purchasing in bulk. however, you pay a higher price per unit.
Yes, this is the opposite of what anyone expects when purchasing in bulk, but the Pi Zero is a special case. The retail price was made as low as possible to allow people on a limited budget to get at least one computer to learn on. It was not intended to be a component in a commercial product at that price (for that you pay a premium).
