Raspberry Pi 3 B+ overheating

My raspberry pi 3b+ is overheating a lot and cpu speeds are randomly jumping to 99-100 at any random moment can anyone help? :D

This shouldn't have anything to do with it but i am booting from usb

have you forwarded ports on your router to it so you can access it via the internet?
have you changed the default password ?
what have you installed

What do you mean "speeds are randomly jumping to 99-100" - do you mean 100% utilisation?

To show the temperature, use:

Too high and it will throttle back.
Here is a handy script for monitoring the Pi :-

It clearly shows any throttling.
If (and only if) your Pi is throttling then you may add a heat sink to maintain performance.

im mean 99-100 cpu usage ill try running that script
