Can I use a phone charger like this with Raspberry Pi 3 model B+ ?

I'm asking because I was using a DC buck converter to step 12V down to 5V, the problem was: It killed my Raspberry pi 3 model B (not plus).
I guess it was not stable enough and maybe it has oscillated too much. The Pi lived on my car for about 6 months without problem, but now it is gone.
I'm going to buy the Pi 3 model B+ (plus) but i need to find a good power source to use it on a car, we know that cars can provide voltages that ranges from 11.7V when the car is turned off to 13.8V when the car is on and at higher RPMs. I know that it can go even lower than 11.7V (when the battery is discharged) and can have spikes over 13.8V (when a headlight or AC is turned off, releasing its load suddenly).
If somebody knows what kind of phone charger, or even better, a power supply that I can use to safely power my Pi on a car, please help me!
