Can't use the full 512MB

When I got it I updated the firmware and there was a arm448_start.elf file and it worked fine. It gave me 448 RAM and the rest went to the GPU. But on the latest firmware I am supposed to put gpu_mem=64 or gpu_mem_512=64 in the config.txt file.
But nothing changes, I keep getting 128/128 memory split.
