IP addressing VNC question

I'm trying to VNCserver my raspberry pi...I have done it in the past with no problem, however, on one of my older Raspberry PI the IP address is something like 169.xxx.xxx.xxx/16. And I cannot get it to consistently VNC correctly (error message computer refused connection). What is the /16 and how do you enter that address in the VNC viewer?

A 169.254.xxx.xxx/16 address usually means your RPi is not connected to your home LAN and hasn't been assigned an IP address by your DHCP server.

Check cables and the router/switch port it's connected to as there IS a fault somewhere.
