Central Management for Raspberry

Has anyone come up with a good central management for the Raspberry?

I've been doing some research into Salt, Chef, Ansible etc... all of which seem to be overkill. I'm looking to simply deploy a few pi's at friends / in-laws houses running pi-hole and another app, and I'm looking for a central way to manage them and do updates without having to get to difficult in the setup.

Each location will have a VPN from their router back to my pfsense box on different subnets. Looking for a central way to manage updates and health. VPN so i don't have to mess with DynDNS and I'm not opening ports.

One that would allow pretty comprehensive control is Webmin, browser based control
