Raspberry Pi Alternatives with Camera Module & WIFI

I have a project with the following requirements:
Camera interface
Wifi
USB port or built in GPS
< 20 USD (<30 with onboard GPS)

I currently work with raspberry pi 3, which works great, but is just too expensive. (the final product with case should cost less than 25 USD). I also have a pi zero 1.3. However, it requires the usb adapter and a wifi dongle, which makes it impractical for off the shelf cases.

The C.H.I.P. seems to be (almost) the perfect match, but it does not have a camera interface.

Any other suggestions?

I was in two minds whether to approve this post and almost didn't.

Asking for "Pi alternatives" is not really very good manners on these forums, owned and managed by Pi.

But your request is unrealistic. To get camera, computer AND wifi for <=$25 is not really likely to happen any time soon.
I'm locking the thread because it's one of those that "will not end well" if left to its own devices.

Please don't open a new one on this subject.
