Boot / run OS from USB port?

I understand that OS can be downloaded ( into SD ) via USB port.
Is there an access to bios (?) to boot / run OS from USB port?

The Raspberry has a small boot loader burned into ROM in the SoC. That loads bootcode.bin (from SD) into the VPU. That VPU then loads the Linux kernel into the ARM and gets it going. There is NO BIOS. All configuration info is on your SDCard.

If you have a Raspberry Pi 3B then you can configure it to load bootcode.bin and the kernel from a USB device.

Never mind Dougie. He's a bit rough around the edges. But if you can get passed his, shall we call it, straight talking, the advice is generally correct.

If you site search here for "boot from USB" you should find what you want.
Memory in C++ is a leaky abstraction .

Unfortunately you have read mis-information, first and foremost read the Official Raspberry Pi website:

FYI the Rspberry Pi has no BIOS like a conventional PC, it can boot to a certain point where it seeks a boot medium, usually a SD Card unless you have a 3B which also supports Netboot and USB Mass Storage Device Boot:

So basically the simple answer is yes.
The logical follow up (question) would be "HOW", which I can figure out myself.
