It\'s not really a rule, it\'s just you may be less likely to be charged custom duties if it comes in an envelop. Let\'s call it the custom lottery...

I once ordered a TI devkit (for 25 USD), it came in an envelop and did not have to pay custom duties and VAT (to my surprise). In Thailand, this usually amounts to a markup of about 40% and includes shipping costs.

So the Model A at 27 USD (inc. shipping) would be around 38 USD and the model B at 37 USD would eventually cost about 52 USD.

Your govt sucks haha - I only pay import tax / duties if the item is above $1,000 (Unless the primary purpose of the shipment is to sell them, then in that case you pay GST)
