Looking for advice on making a wifi to wifi router

I recently got a PS4 (yes, I'm slow) and I really want to use remote play and DLNA capabilities, main reason I got it. I have free WiFi provided via Google Fiber where I live & it's completely open, unsecured, and crazy fast.... But.... Being open, it's all vlan'd out to prevent devices from seeing each other, which is the opposite of what I need.

I have tried a hotspot network on my phone and laptop, but still can't see the host device or it is too slow. I need some options, and instead of buying a wifi router, I have a lot of parts laying around that I can make something with. I did a few tests with a Raspberry Pi 3 and HostAPD using both a USB wifi adapter and a hosted network virtual AP, both worked but died several minutes in, and I can't figure out why. I do have a 3.5" touch lcd on my Pi 3, which only works with a few custom images due to a lack of drivers, so the OS could be the issue, was using Jessie Raspbian with a custom kernel for the display.

Anyways, lots of other options exist from OpenWRT to makng it myself I am hoping that if I give a list of what I have, I can get suggestions on the easiest and most stable method for a router with the best throughput for streaming PS Remote Play and PS Now.

Here is the list of all my hardware that is wasting away:
-Raspberry Pi 3 (without the touch screen) 16 GB SD-card
- USB wireless-N RTL8192CU chipset
-Intel Galileo Gen 2
-Acer Aspire One Switch N15P2 Atom Win10 tab (broken screen that's too $$ to replace, works on HDMI, perfect as server) 40 GB SSD

I figure the Pi 3 is best, the Win10 tab has one USB, so can add the USB wifi to it.
