Raspberry Pi WIFI INTERCONNECT

Problem: To enable wifi, the simplest way at present is Raspberry Pi 3 needs to be accessed directly, scanned for available networks, open the wpa-supplicant-file and add in the network information.

Now is there a solution, if when Pi 3 is booted and it does not find a known wifi network, it creates its own access point, which is then connected via a phone or tablet, it pop opens up a simple webpage, asks us to enter the home wifi, reboots and Pi 3 is now on our own network?
