USB DVD player

How to add a portable USB DVD player in pi3? All DVDs are played or only video recording DVDs? :?:

For playback you would need VLC. As long as it shows up in LSUSB, then you know that it is mounted. Some DVD players require a two USB port cord. For getting around that, you would need to use a powered USB hub.

where to download CODECs for installing DVD player? How to command it?

While I don't play DVDs with it, that's what I've done...SBC to powered hub to two ports for the DVD burner.

I use it to burn backup CDs of some specific material on a regular basis.

Mplayer and omxplayer will play from disks. VLC should include CODECs and play them. K3B will burn disks. If all else fails, you could probably get DECSS to decode the disk contents and then play that.
