It's not even possible without major changes as the Pi2 SoC doesn't have the connections for PoP RAM. The RAM chip would need to be mounted elsewhere on the board, and there just isn't room for it.W. So have they put the Pi2 CPU/GPU Soc into the Pi Zero version 2 and possibly added software in last weeks version of Jessie to select the number of cores to be used depending on the thermal performance of the IC and the power consumption required of the application?.
That would require no form factor change and no new Soc.
Perhaps the built in test hardware in the ARM CPU can be interrogated by the new version of Jessie so when an original version Pi Zero is detected the number of cores reported via the OS is one and clock range also set appropriately.
