I know in the past, if you ordered enough Raspberry Pi B+'s you could customize them. I was thinking the other day, that it would be awesome to get a Pi Zero with Pi 2's processor for around $10 a board.
With that said, is it possible to customize Pi Zero's if bought in bulk?

Ask Element 14 and provide them with 10s of thousands of pounds and they might help you.

Zero isn't in the portfolio of Pi's E14 manufacture & can modify. Aside from that, sure you could put the processor on there, but where would you put the RAM, and still have it single sided?
