A simple life saving project

Hello there everyone,
I have a background in computer science and electronics but i've never used rapsberry pie.
but i wanna make a real project for my Village so help me getting something straight,

i want to make a device which have a GSM module and a GSM sim in it and i want to program it for 5 GSM number that if those 5 number call on that Device's Number Device will change the output. so then i will connect a relay with output and that relay will close the circuit and let the horn bang.

That a safety device because in our Area thief are coming occasionally so when our petrol men saw someone they will call that number and our horn will start ringing and whole village will wake up

what i want from you guys is to tell me if its possible with raspberry pi?
if it is then i need raspberry pi,GSM module,programming skills,Bread board and a relay
is there something i am missing?
Please share your views and experience about GSM module connected to raspberry pi ?

Why not just use a really load ringtone in a phone in the village? If it's loud enough it will wake everybody.

and how exactly that ringtone is suppose to ring? it should be ring by someone so calling is a effective option i have

I think your plan sounds logical. I think it would work. But it would need you pay much time to get it works.

However ame's idea is just simple and good. How about point a broadcast microphone to a phone?

For the name list, maybe your local telecom provider could help, ask them only accept a few numbers.

You don't really need to build anything if ame's idea works.
