Could a Rasberry PI 2 B power an external HDD by itself?

Could a Rasberry PI 2 Model B power an external HDD without a usb hub? If so, is it safe for the HDD & Rasberry PI?
Is a 5 Volt 2 Ampere Micro USB power supply enough for an external HDD + USB IR Reciever + WIFI dongle?

Though this was wriiten when the B+ was released it is also applicable to the RPi2 B, and has proven to be AOK providing you have a quality PSU

In config.txt add the line max_usb_current=1 and reboot

Yes, I've done it, but you need good power. It will not work with a cheap USB cable you bought off ebay.

With max_usb_current=1 I was able to run two different SSD's and a laptop drive (only one plugged in at a time) from a Raspberry Pi 2
For the laptop drive, I also needed to use a short cable, as a long cable dropped too much voltage.
