If your local network is behind a NAT router you need to make explicit provision in the NAT router to direct traffic to your web server.

Without that assistance traffic inbound from the internet cannot reach your Webserver.

If your local network uses ip addresses in the ranges 192.168.x x 172.16-31.x.x or 10.x.x.x there is a NAT device between your local network and the internet and that device will need to be configured to allow access to your webserver.

You need to setup your router to port-forward port 80.
Note that many IPS's block port 80 and other ports to prevent web-hosting. You will just have to try and see.

Some ISP's put you behind a NAT and don't give you a public IP. If so web hosting will be impossible.
Once you have your router setup then use an on-line port scanner to see if your port is really open.

Unless specified otherwise my response is based on the latest and fully updated RPiOS Buster w/ Desktop OS.
