Deseigned for Pi only, the Pi is based around an ARMv6 CPU, your Windows Laptop is a x86 CPU, different architecture:

+1
However, you can use your laptop/netbook to copy the "NOOBS installer" software onto an empty and/or freshly formatted SDHC card ready for use in a Pi. As indicated above, the NOOBS software itself will only boot and run on a Pi subsequently presenting you with a choice of (mainly Linux) O.S.'s to be installed on the same SDHC card which, on re-boot will run on the Pi.
FWIW, see my "screenshot-based guides" here:

Some older netbooks use ARM, but even then, its a diffrent version to the pi, so wont work.

Your best bet, if you want a "pi like" exsperiance, is to install debian, or lubuntu on your laptop. Thats what I'm doing :)
