snap - new universal linux packaging

This sounds interesting. Not a replacement for package managers but better cross distro program distribution

Seems to imply processor architecture will be less relevant, or am I misreading it?

Is this related to the Ubuntu Snappy Core OS for the RPi, which has been available since the RPi 2 Model B was released in Feb 2015?

It will only be "universal" if enough big distro companies adopt. Otherwise it is Yet Another Package Manager.
