It depends what that OS needs to do, how one is defining an OS. I don't believe it would take 170 man-years for a single person to create an OS. Ultibo seems the most applicable example to point to as to what can be created on a Pi with enough skills to do it.

Yep but I think this can be done now.at a very minimum this would include a filing system, an editor, compilers, and a simple GUI,
