There is no magic answer to making the PiZero available for purchase: other people have asked the Raspberry Pi Foundation about this via these forums and basically the reply is "they will be available when they are available."
But a couple of thoughts...
Firstly - this need not hold up the development of your project. You could develop hardware and code using an older more capable and easily available model of RPi and then substitute the working hardware at a later stage. (Maybe you are already doing this?)
Secondly - where are you? (There is a location field in your forum profile that could be used to provide this information.) You might strike lucky and find a STEM Ambassador or other supporter who might be prepared to lend you the hardware to tide you over the gap in availability.
Do you have to submit the hardware itself as part of the submission? When is the submission deadline?
