advertise in local area were people meet local university pubs cafe etc create a facebook page and link it to the advert the ask anyone intresting in forming a group to post on it organise a venue and message them all to attend
or organise a venue post notices as above with date time and venue and see who turns up you could ask a local pub/tavern/inn which is there quitest night and they may well let you use the room free for your first meeting.if its empty anyway they gain extra trade.
